Location: Texas.

I have a surron and a razor mini bike. Both have serial numbers, no vins, and I have proof of purchase for both.

Cliffs, the surron is a e dirt bike that can go 35mph and the razor is a mini electric bike that can go 28.

I want to legalize it so I can cruise the neighborhoods without fear of impoundment.

What is the process to legalize this and is there anything I can cite just in case I run into resistance at the dmv?
