I realigned it using the two stem clamp bolts (the ones that hold the handlebar/stem to the steering column), just visually lining it up with the front wheel.
After tightening everything back:
Steering feels noticeably smoother / more sensitive
No play, no clunking
Stable at 35 to 43kmh (shfw)
One thing I noticed: when resting on the kickstand, the handlebar now turns to the right on smooth surfaces (less so on rough ground). I’m guessing this is just reduced friction in the steering.
