Leaseholder in a block of flats.

The balcony has structural issues which need repairing due to poor build(less than 10 years old).

I have independent reports stating the issue and have a quote from a local builder. Freeholder refusing the repair.

What are my options?

The lease is clear that upkeep and repair of the balcony is the freeholders responsibility.
