What I’m doing wrong?

Sorry for very noob questions. Got this cast iron plant from a closing door sale at a nursery 2 months ago. Its condition wasn’t very good as those leaves are somewhat yellow at the edges and tips already. But recently it has gotten much worse as photos above. I’m watering it once a week, let it sit next to window facing East (brought it outside balcony to take photo)

  1. Am I under-watering it?
  2. Should I repot it now? I notice some roots are getting out of the pot underneath.
  3. Can I fertilize it with Miracle-Grow tropical plant food? I’m using it for my money tree once a week.
