Can singed be a decent pick as a 2nd or 3rd pick in your champion pool?

I've played singed off and on since like season 3 hes my 4th most played champ at 450k mastery. I've gone through spurts where he was my main but right now I enjoy playing Jax and Sion. Singed seems strong to me and I thought it would be nice to have something else to play but I just wonder how worth it is to have singed as a 2nd/3rd option. I feel like he requires a lot of mastery and upkeep to stay good at him but curious what others think

For context I play Jax. Sometimes players just play omega passive and it feels difficult to gain a meaningful advantage over them. It just feels like they are playing for coin flip better team and it can be frustrating. Basically what I do in these situations early is zone off xp lvl 1 if I can, then slow push 3 or 4 wave crash on their turret and take a plate in their face and reset. After that It feels like all I can do is set up as many freezes and hold them for as long as I can to deny as much farm as possible because the only thing they will do is farm from range and use everything to protect their plates. By 15 mins I will have good farm and a good cs lead but I won't have taken their turret or many plates and I'll have no kills. Even though I'm technically winning lane I'm just stuck in top lane for way too long because I can't take turret or it takes too long to do so, Can't roam as much because they will just take my turret plates or my entire turret. It just ends up feeling like such a coin flip game because I went too even and just sat top basically.

Got back into league a while ago and decided I'd pick up jax. Basically been spamming him for 80 percent of my matches 400+ games and he was in my top 7 most played champions before I decided to main him so now he is like by far my highest mastery at 700k and he just isn't my best champion still somehow like my old main (sion) just still outperforms him and I've played him a fraction of the time and put 0 effort in getting better at him like watching gameplay item research etc. Is this potentially like just wasting my time playing something I'm just not meant to be good at? does jax just take a lot of time? feels kinda frustrating even though I have been getting better at him this entire time
