Who should I contact to build this custom dial and assemble my dream watch?

I haven’t found the perfect sterile C3 dial, so would like to build one.
Dial Specs: Full C3 lume on dial. Thick. Simple indexes all the way on the perimeter. Perhaps just a touch of green could be mixed in to give it a hint of pistachio green, but only a hint.
Also could not find perfect bezel insert.The one listed below is close enough, but I’d prefer a lumed PIP at 12:00. Most 12 hr bezels I’ve found are too polished, too lumed, or too busy looking for this watch.
Here is the parts list I’ve picked out for the rest of the build. Never done this before and would love helpful tips. But mostly I’d like to find a custom dial maker.
