Why do the layer photos blur this bad? Is it because it turns it pixelated? But if you don’t touch it, it stays normal so I don’t know if it is or I’m doing something wrong

I’m hoping this is the right place to post this! I tried to see if anyone else posted this before but couldn’t find anything.

I can no longer swipe down on the right to easily access the thing in the picture when I’m in an app. Instead of just pulling down on the right and accessing it I have to swipe my whole screen down then do it. It lets me do it when I’m on my Home Screen just not in any apps… Have I changed a setting by accident or have they changed it? Does anyone know how to get that feature back cause I’m getting very frustrated with it! Thanks :)
