Now a few pieces of information as to how I scaled things here.

1. They are not ordered within the tiers, so don't worry about that.
2. Everyone is in base, so that is why Dottorre is in God tier and not Sovereign or Shade tier, because I am not scaling Fake-Tri-Lune Dottorre, but base Dottorre.
3. Everyone is taken from current time, which is why I have Arlecchino in God tier, because we know she got stronger with the Moon Marrow, and I think it reasonable that said boost took her to God tier, we after all know the cutoff is somewhere between Harbinger 4 and Harbinger 3 level. If you guys disagree then she is obviously down to Harbinger level.
4. Now the top tiers are self-explanatory (I would hope), but the first 3 tiers I will now explain. Vision Holder tier is for everyone who we do not have any indication that combat is part of their normal life, nor do we have any indication that they have special training. High Vision Holder tier is for those we know have some form of combat in their normal life, or who has special training or powers. Elite Vision Holders, are for those who we know to be considered powerful by others, which is why we see captains from the Knights and various very active combatants.
5. I put Traveler (Here pictured with Aether) in God tier, although in the same vain where I put Arle in God, I was tempted to put Traveler in High God, but decided to be conservative for their scaling.
