Hello everyone,

Asking this on behalf of a friend. Is the building able to start charging a monthly rate to use personal (as in not provided by the building) air conditioners in units? The act they refer to isn’t clear on air conditioners themselves. He has lived in this building several years and there is no central air, everyone has units in their windows.
