Simply give 'em the CGT Discount if they sell directly to a new Federal Public Housing body. Hell give 'em a 100% Bonus CGT Discount if they sell directly to a Public Housing body... at, perhaps, 5% below market rate.
Boost public housing supply overnight. Pack it up boys, Australians need public housing. If you want your CGT Discount come and get it.
Then you could get away with no longer bothering to grandfather it all in traditionally - they have an option - sell below market rate to a newly created federal public housing body. Ezpz.
