i recently saw a manga panel of itachi carrying sasuke and talking abt how nearly the entire uchiha members were in the 1st squadron of the police force, does that mean there were others in it

when i launch it doesnt load and instead shows a error,

application was unable to start correctly(0xc0000142). , this is the error idk what to do

a friend of mine said its because the support for win10 has ended and that i need to update to win11 to play, can someone tell me if its true
