Skimmer Questions! Please help!

Hello! Skimmer Questions. That's my skimmer in the photos:

1. It's gotten "yellowish" what can I do to clean up that front and make it pretty white again?

2. Do those skimmer face plates work? Would you recommend?

3. See those ugly screws on the skimmer plate that were covered with white silicone caulk? It's coming off (you can just poke it and it falls off). Would you recommend just putting white silicone caulk back over them? (After I clean out the old stuff).

4. See where my chisel is pointing? Do you need to caulk all around the INSIDE there? And again, what are you recommending? 100% silicone?
