Photos sinking side walk

Help with sinking sidewalk

The sidewalk that runs along the side of my house to my back door is sinking. Along the house, it's totally tilted toward the house. Into the backyard to the alley, it's super low. The whole area is the lowest area around and water collects.

I plan on tearing the whole sidewalk out this summer. From front of the house to the alley. I want to replace it with a permeable surface like red gravel and grade it so it sits much higher.

As you can see there is an old downspouts that leads to the sewer. I'm sort of afraid that that dead pipe might be causing damage.

Anyways I need advice.

What type of gravel should I use and what should I use as a base?

Should I remove the old downspouts pipe and cut nitro back away from the house?

How deep should I dig? I feel like I should dig all the way to the footer to inspect foundation. I'm thinking about maybe using pile foundations and a pile cap to lift the house if damage is too bad.

What are the best ways to dispose of concrete?

What might I be missing? What should I look out for for? Words advice or caution m young ave for me.
