What is this in my doll box?

Is this mold??? What is this strange biscuit like substance?? (On the ribbon on her certificate - also crept into the side of her box and a bit on her hand which is too difficult to take a photo of)
For context none of my other dolls have this, and she is still sealed in factory shrink wrap.
I have seen this once before when I was in Japan on a doll that had LOADS of this kind of biscuity like substance on it, I didn’t buy the doll because I was worried it was mold, the staff in the shop weren’t sure either (or were trying to play it off lol)
I was dusting today and noticed that this doll (who is also from Japan) has it also.
Is it something to do with the heat or humidity? I’m from UK and just find it weird that I’ve only seen it on dolls whilst in Japan (gets a lot hotter climate than here)
Hoping someone knows what it is; and if you would recommended opening her from the shrink wrap and cleaning her up, or if it’s harmless.
