Looking in the $850-$1,000 range. Recs?

Beginner bass fisherman here. Looking for tips to get going this spring on some lake bass. I’ve gone out before but only caught fish by flukes and I finally want to get fairly serious about a semi-hobby. What rod/reel combo’s “should” I be using? How does bank fishing work? Better to go early in the morning or later in the afternoon?

Any real tips are greatly appreciated. Happy fishing
