Settling here for oil. Is it a good idea?

I was playing a game where there was zero oil that could be traded I found a spot where I could settle specifically for oil. There are additional deposits a few blocks south as well. Is this a good idea and is there a way to settle here and not lose the city right away?

I keep losing to Diplomacy

I've been playing Civ on emperor and am generally and recently upgraded to the expansions that were on sale on ateam. Ice been playing on king to get the hang of it and I keep losing to these stupid diplomatic vixtoroew. Is there a way to turn them off and/or how do you guys defend against them if you don't have the option to vote for points in the world.congress
