Older resident cat (8F) is still "on edge" with new cat (2F) after a year

Hey everyone, looking for some insight or maybe just some reassurance.

I have an 8-year-old female cat. She grew up with siblings for the first 2 years of her life, but then lived as an "only cat" for about 5 years. In November 2024, we adopted a younger female who is now almost 2.

I followed the Jackson Galaxy introduction method to a T. I didn't rush it, and for the most part, they are "fine." They will actually sleep next to each other and they even share the same Churu treat at the same time without issues.

The Problem: Despite those "chill" moments, my older cat still seems constantly on edge. Whenever the younger one comes near her, the older one growls, swats at her, and then runs away. It feels like she’s always looking over her shoulder.

What I’ve tried:
Vertical Space: I’ve built towers, but my older cat literally never uses them.
Feliway: Been using the diffusers for months.
Litter Boxes: I have three boxes in different locations.
Enrichment: Lots of toys and individual play time.

I love both of them so much and I’m definitely keeping the younger one, but I feel terrible that my older girl doesn't seem happy or relaxed in her own home anymore. It’s been over a year now, shouldn't she be settled by now?

Has anyone else dealt with an older cat who just... sets really aggressive boundaries? Is there something I'm missing with the vertical space if she won't climb?

Any advice would be appreciated!
