Renting in England.

"Not to hang pictures other than with a reasonable number of commercially available picture hooks or fastenings without the prior written consent of the Landlord, which will not be unreasonably withheld."

Are you allowed to hang a 'reasonable' number of picture hooks without the landlords prior consent, and anything more needs to have written permission?

Or are you only allowed to hang up-to a 'reasonable' number of picture hooks, if the landlord has provided written consent prior?
