All humans gain the ability to mind control each other. Can humanity continue to operate with free will?

Rules

• Every person on Earth obtains the ability to mind control each other. To do this, the individual focuses on another's gaze while they widen their eyes.

• No one can resist being mind-controlled if their eyes recieve a stare. When two people both do it at once, whoever does it first gains control..

• Any person can switch their perspective to someone else under their control, as if they are that person. This enables them to move them however they want and make them do anything. While their perspective is on another person, they themselves can't do anything, but they are alerted to switch back to their own perspective when something important occurs nearby that they should see or sense.

• The only way for mind-controlled individuals to regain control is for the controller to show mercy and release them, or they happen to die. Also, someone can steal mind-controlled individuals. And if they take control over a person who controls at least one other person, that person and their former subjects will all go under the new person.

• Even when they don't change perspectives to somebody other than themselves, they are able to give orders. The mind-controlled person will report back when they completed their mission so the controller becomes informed accordingly.

• Despite this power that will be inevitably abused by at least some, humanity is tasked with continuing as a society that has free will. In other words, 65% of the human population has to have independent control over themselves.

Can humanity still operate regularly if everyone gains the power to mind control one another?
