Anyone have experience with these type of bars? Are they comfortable?

What wheel and tires are you guys running on your stock height trying to give my brother advice for what wheel tires to go with. Should he go with a more street look with a bigger rim or should he go with a more off-road utility be for your tire wheel set up?
