Is it normal to never understand math?

Not sure if this is the place for this, so if not sorry

Ive struggled with math since early elementary school. I never feel like i understand whats going on, and it takes me ages to finally not feel unsure and frustrated with new math concepts, and my class usually moves on before i can get to that point.

I mainly struggle with seeing the pattern or reasoning behind why its time to do what step. I feel like i copy the steps exactly only for the answer to be horribly wrong. Ive tried asking for help but their explanations never make any sense to me since they usually just repeat the steps. If a problem varies even slightly from the practice problem i was taught with i get completely lost. At a certain point i end up just feeling stupid because everyone around me seems to grasp these concepts meanwhile I'm averaging 50/100 on most of my tests despite trying so hard. Is this normal or is this a sign that i have something wrong with me?
