Can I help my mom dispute these charges fbi already seizes down the website please advice us thank you

I been banking with VyStar, yesterday I disputed charges that was fraud and make by my 14 yo brothers and they told me they locked for review and investigation and it could take up to 10 or 90 days idk which days said but the questions is during time period can I open a account with another bank ? Because I need to cash and deposit work cheque thanks
