When do you stop pitching your book & pull it back to revise?

Hi all. Over 4 months I've queried about 60 agents. I've gotten 7 requests for fulls. They've all passed, though with admiration for various parts of the book. I felt great about the book when I began to query. (I've had portions of it workshopped. One editor has read through the entire book.) Of course, now my confidence is wavering.

Should a writer in this situation persist, certain that the right agent is out there for this project? Or take a hard look at the manuscript and consider hiring another editor?

I know the answer is subjective and personal, and will vary. I'm just looking for a bit of guidance/wisdom. Thank you.
