(England) My upstairs neighbour is being loud at unsocial hours, due to floor issues, freeholder is ghosting me.

Hi all, I'm hoping I can get some help with this: to keep it short and to the point, I live in a ground floor maisonette, my upstairs neighbour has really bad flooring (the building was built in 2012), everytime he or his partner walk around, I can hear their every step. Every door they close with a bang, and the ceiling and cabinets in my kitchen shake like Shakira's hips everytime they run a spin cycle on their washing machine. Their bathroom floor is the worst offender, it creaks and pops whenever his partner takes a bath (which is every night, they like their routine).

I have made them aware of this, and he's claiming they're not doing anything out of the ordinary, other than minding their business, which I am sympathetic towards. The issue is their partner is of a larger size, they walk with a thump do to this (on their heels) and they slam doors, at silly o'clock in the morning.

This morning it was 05:00, then 06:00. Most days it's close to 06:00 or middle of the night.

I contacted my management company and freeholder to ask for an inspection to the structure of the building, as I don't think my bedroom built-in doors should open or my tv in the living room should shake whenever the upstairs neighbour is doing laundry. They booked in a visit three times now, not to show up on any of the occasions, they have ignored two further attempts, by closing my requests with no explanation.

Do I have any legal method of attacking this issue, or do I sell and look for another place (in which case I assume I would have to disclose the issue anyway)? The neighbour is not absurd, I can have a civilised conversation with them, but I have already complained about the matter three times now, so I'd prefer not to confront them directly again, as I don't think they'd do anything about it, other than being irritated.
