In an indoor soccer game (6v6), our goalie had possession of the ball near the top of the goal box. Opposing player runs up and stands right in front of the goalie so he doesn't have any room to throw. Opposing player's feet were outside the box but had his arms up and was very deliberately trying to interfere.

What is the ruling here? What should the goalie do in that situation?
