It's dropped by The Void boss. It's 1st weapon mode does a siphon thing similar to one of the void enemies that charges it's 2nd mode.

Attacking with the 2nd mode on full charge let's it open a purple portal like The Void and shoots out projectiles.

On the other hand attacking with the 2nd mode that's not fully charged just let's attacking with those purple-black balls like The Void but they're smaller.

Honestly, it's a 7/10 weapon. The thing that drags it down is the charging gimmick, it's so slow that you need to clear multiple rooms just to get the full 2nd mode charge
