So I made a definition I think perfectly explains all behaviors and characteristics of Fascist Italy and the behavior of other Classical Fascist nations. It is relatively simple: Ultra-Statolatry or Ultra State Worship. Or in other terms Everything For The State. I think this explains all of their behaviors. For example the intense militarism,totalitarian structure of government, and ultranationalism all help in some way strengthen or perpetuate the state. As for race, when Mussolini didn't care about Hitler, racism did not serve the State so it was not a part of state programmes. However when it did and Mussolini wanted to ally with Hitler,racism and anti-semitism was introduced for that time it did serve the state.
