What is the process of getting a power chair after getting a manual chair less than 5 years ago?

Is it possible ? What are the criteria?

I have a tilite aero t with the standard bakes (with extension handles) one brake is a lot looser than the other and I am unable to adjust it in a way that makes it lock my wheel and not have handle bit hit my wheel (this is only on one side too) how do I like actually tighten (?) The brakes not just move them forward and backwards?? Thus has me so stressed out.
