This is not rango and NOT oscars oasis. I once saw this movie as a kid where theres a chameleon and he watches a movie from a window. Then hes on a truck or something idk and theres military stuff going on i think. But there was definitely the crazy villain who makes this crazy trap setup on a yacht at the end. Made before 2017 i think
