Builder cut structural posts too short inside Trex sleeves, has "scabbbed" extensions on. Am I right to demand full replacements?

Hey everyone, looking for a sanity check on an issue with my deck.

I recently closed on a new house and we had a trex deck installed with the builder. I pulled the post caps off recently and saw that the screws for the top railings had missed each 4x4 plastic post inside, so we're just drilled into the decorative sleeves. I'm actually not too familiar with the post material, had expected to see a pressure treated 4x4, but only the posts at the bottom of the steps are made of wood, the rest are all plastic.

I called up the builder and they sent their deck subcontractor out. About thirty minutes after arriving they told me they fixed the problem. I checked their work and found they had screwed a 2x4 to the top of the plastic post so the railings would hit that. I'm not sure the 2x4 is pressure treated either.

Specifically with the top of the stairs post, they did 2 2x4 pieces one on top of another.

I'm a bit out of my element with this and I guess I anticipated they would have replaced the posts to get them to the correct height for the top railing, but wasn't sure if this was an acceptable fix or if even up to NY building codes.

So I'm asking here if this is OK and if I should leave it, or push the builder to have the deck guys come out again to replace the posts.

For reference I believe it's the trex transcend system.
