Foundation Issues

Hey yall I'm looking to buy a home in dallas texas. I recently had this home inspected and something the inspector told us was that he is unsure if the wall cracks are just one offs or actual foundation issues. Would someone be able to tell what that looks like? Also in side of the house he mentioned that these don't really like foundation issues but rather Improper clearance of bricks and recommends splash guards so the water doesn't get into the foundation. What are you guys thoughts on this?

Hey all, my family and I are considering to move to dallas from NYC. I have quite a few questions about some things if anyone here can answer these. First off my parents are low income and get free health insurance here, what are some options for them in Dallas/Texas? I also have a disabled sister, she is 16 years old and has down syndrome. She does get SSI and medicaid here in NYC, along with various other things such as home care, in home therapies, Medical supplies, etc... Would she be able to get things like this over there? I am aware that in texas the hours of home care might be lower but I'm unsure how or what the process is to get this stuff started.
