Do linguists consider vowels and consonants to be both sounds and letters?

I have noticed that a lot of Redditors claim that vowels and consonants “correctly” refer to just sounds, and not also to the letters that represent those sounds. Of course, in common usage (such as how many of us were taught in grade school) and in dictionary definitions, the words vowel and consonant refer to both sounds and letters.

In academic usage, I have come across the terms orthographic vowel and orthographic consonant, which refer to the written forms of vowels and consonants.

Is it commonly and uncontroversially understood among linguists that vowels and consonants are both sounds and letters?
