So for all that have been experiencing the non-stop stuttering in game on both PS5 and PC, I have found a solution, temporary and painful, but a solution nonetheless.
I believe that the root cause of the issue lies in the texture & details streaming feature of the game.
So the solution I have found is as follows:
When you are in game, preferably during the 60 second countdown before the actual match, go in to the texture streaming settings under graphics, switch from minimal to optimized, back out of settings menu, then go back into the and switch from optimized back to minimal. Switch the allocation sizes as well. What you are trying to do is crash the game. You do this setting switch maybe 4 or 5 times and your game will crash. It will give you a Dev0x4456CDC6 error code. When you get this, close the app and restart it, load up and it will ask you if you want to rejoin game. Rejoin. The stuttering goes away for that game. You have tot do this every time you want play the game for the stuttering to disappear.
This has been the only way I've been able to play the game as it should be played, without frame rate drops or screen stutter/lag.
I hope the mediocre talent that codes the game will resolve this issue.
