Minute hand on wall clock won't stay in place

I gently press it toward the clock face, but often it just flops around. It's a New England Clock and battery-operated (one AA). The hour hand is closest to the clock face, then the minute had, then the second hand. Sometime the second hand jams into the minute hand, so doesn't keep time. The clock is probably 50- 60 years old.

The damper baffle is always in the horizontal position and doesn't swing freely. When I had the furnace serviced, I pointed it out to the technician, but he didn't seem very concerned about it. My neighbor said it should swing freely, but it doesn't. Being an older woman with limited mechanical skills and tools, is there an easy fix?
