Is this vetoable? [2029 1st for a 2027 1st]

The 1st place team is trading their 2029 1st (Mid-late) to the far and away the worst team for a mid-late 2027 1st. Were a league that doesn't veto, and this would be the first instance. The 1st place team said they will leave the league if its reversed. Thoughts?
