Ex refusing to refinance a car to take my name off

Hi all. My ex and I got divorced last year. No lawyers or court, we filled out the papers ourselves and divided our two cars, one for each of us. We were supposed to sign each others respective titles and refinance the cars in our own names. Long story short every time it was my turn to sign his title something came up.
Fast forward to now, he’s telling me the car is inoperable and there’s “no way” he will be able to refinance (aka take my name off). He will also be majorly upside down on the loan even if he sells it. I called the loan company and even they said he won’t be able to refinance it and his only option is to go to a dealer to ask them and let them help him find a new bank to finance through? It all sounds so made up but maybe I just don’t understand.
I’ve read some things about maybe being able to file a motion for contempt? What are my options here? I tried calling a local firm and they want $250 just to sit down for an hour and talk.
Any advice is appreciated.
