Sticky/gooey paint after a year
Help please,
So i moved into this apartment a little over a year ago, and we noticed when we moved in that the paint on all the walls was a little tacky, we asumed that it was bc it was fresh paint and that we should leave it alone for a couple days and it would be solved.
We noticed the paint was getting stuck to our clothes and furniture even after a year and sometimes peeling off in like a gooey substance that would be real hard to get off.
Here’s the situation, the walls have gotten so dirty that I’m wanting to go over them with more paint, but idk if I should; maybe I could add some sort of primer on top before re-painting with some other paint? I really don’t know anything about paint or wallpaper so if anyone has any advice I’m willing to hear you guys out.
Oh important details, the paint can be scratched off but it takes ages, and it’s painted over some weird criss crossy textured wallpaper that’s very thin as well.
Should I paint over it? Or just go overkill and remove the whole wallpaper and paint again from scratch.
