Rec and competitive rec

So where I live our rec league also has two competitive teams (CPL and RS). I haven't lived here long but it was my understanding that in order to be eligible to play on either of the more competitive teams, the girls had to play in the rec league as well. Which I thought was a great idea, because that keeps these teams from just taking all the really good players away from the rec league. As a result, the two comp teams are allowed to used facilities for practice and play under the city's name etc.

Well all of a sudden we are now being told that the girls that want to try out and play for the comp teams no longer are required to play in the rec league. I think this is a big mistake and I'm going back and forth between talking to the league director to find out what changed to allow this. I've worked in parks and rec before and have seen what this does to leagues and I think it hurts them overall. My question is should I say something or at least ask the director or just accept the change.

Side note: One of the coaches of one of the comp team is known to try and manipulate things to always work in her favor. Because of her, the city wasn't able to have two all-star teams last year, (her daughter didn't get voted as an all star, so she talked to several girls parents that would have made the second team and got them to just come play with her on the comp team, which back fired because they ended up getting whipped every game they played because all her really good players played all stars) which caused a lot of girls to not have the chance to play all stars or on the comp team.
