I’m having an issue with the circuit that powers the lights in a few rooms. I have a Belkin surge protector that I have my game room devices plugged into. I had turned off the surge protector before leaving for a trip recently as it was easier to hit the power button rather than move the tv stand to unplug it entirely. Last night, when I turned the surge protector back on, it cut power to the lights, but not completely to the outlet.

I checked the breaker panel, and nothing appeared to be tripped. I also searched the house for any tripped GFCI outlets, but everything looked fine. I turned each breaker off and back on, but the lights still are not working.

I replaced the receptacle where the surge protector was plugged in, but that did not resolve the issue. When the breaker is on, an outlet tester and non-contact voltage tester both show that power is present. However, when I plug in an actual device, like a lamp or phone charger, it does not receive power. The high hat lights also appear extremely dim, almost like some power is flowing, but the switches will not turn them on normally. Any idea on what to do next?
