Do Data analysts solve day to day business problems or just report metrics in a fancy Dashboard

I mean like Cost Reductions or Why our revenue is down, why are we facing delays instead of just reporting where are we facing delays ( like which department)

What are the paths to FP&A, can a new grad directly make it to FP&A with finance degree and 3 papers of Acca + BI/Excel/SQL

Or on needs work expirence of Audit or Accounts to step into FP&A role
