When was the latest a holy roman emperor would regard himself as suzerain of the king of france? And when was the latest any emperor would have tried/personally wanted to restore that suzerainity of the "Universal Empire"?

I remember reading years ago that the Battle of Bouvines was one of those moments with Louis Augustus proclaiming "A king is an emperor in his own realm" implying there would have been some friction over a Universal Monarch idea that Louis triumphed over.
