I'm 1.5 years into my first Civil Service role (2 year FTC). I'm still generally early in my career and have a few years of private experience under my belt too however, when I look around for development opportunities and L&D it all feels like fluff. Nothing offered actually seems to benefit me in job applications or interviews.

At HEO it feels almost impossible to find experiences within my team/role/directorate that will prepare me move up to even SEO so, I've been looking at local government.

Anyone worked in both and can vouch for either?
I have an interview at Grade 6 for a local city government and the pay is slightly less per year (£33,143 - £36,363 (bar at £35,412) per annum pro rata) whereas my current is 36034. Can I negotiate this? Would it be worth the move simply for the permanency of the role?

Do HEO and Grade 6 align in terms of experience?

Any advice/suggestions whatsoever would be great.
