Collecting Skills & Certifications in Onboarding

We have Skills & Certifications functionality in HR & Payroll, but our Recruiting Coordinator said we collect documents using the Skills & Certification upload task in onboarding events. The only issue I can see is that the task can ONLY be assigned to an Admin OR the candidate. In reality, the candidate may upload their document, the recruiter might help them out, both or neither. I can put the task in twice and have one for the candidate and one for the admin, but then the question is whether to make one or both required. Does anybody else use this within onboarding, and how flexible do you find it to be?
