New PC won't connect to monitor

title. i've tried connecting my laptop to my new monitor and family TV, both work. but pc won't connect. tried DP and HDMI. reseated RAM and GPU. tried connecting to CPU instead just for the heck of it. Turned off both and waited over a minute before trying again. tried ever port, and made sure the monitor signal was the one I plugged into. motherboard has led lights for CPU, DRAM, VGU, and BOOT. was stuck at boot before but after I bios flash updated no lights for those. current light is just for temparature at 47.

ram sticks are glowing, gpu is glowing (no fans spinning though.

when turning the monitor on, it first flashes the brand MSI, then goes back to being black, then flashes a "no HDMI/DP signal".

Special Grade sorcerers aren't by default stronger than grade 1's. I mean, grade 1 basically doesn't have a ceiling. Grade 1's who can easily cause mass destruction are placed into a sub-category, being Special Grade. They are outlier Grade 1's, not due to their strength necessarily, but how easily they could destroy numerous cities, effectively collapsing the nation.

Every confirmed special grade has incredible DC that no other character can achieve, even if other characters could beat them in a fight. It's not about how hard they hit, but how much they can hit.

Edit: guys, I advise you to pay attention to the giant arrow in the chart, ok? special grade and grade 1 sorcerers aren't limited to JUST that box's area....the box is merely the starting level, and they scale higher with no ceiling ok?

Purchase country? Near Micro Center?: americaaaaaa. not near micro center

Monitors needed? (Number, size, resolution, refresh rate): yes, included in list below. whatever is fine for gaming.

Budget range? (Include tax considerations): preferably under 2k

WiFi or wired connection?: preferably wifi, have the means for ethernet though.

Size/noise constraints?: average size I guess, the lower the noise the better

Color/lighting preferences?: no

Any other specific needs?: just want to know if this is good for high level gaming. are my part choices good, is there better that isn't more expensive, or maybe there are cheaper options? what are the obvious pros and cons of my current setup?
