Imitation, but slightly different.

In Starr Park, no one dies, meaning everyone is affected by the gems. But why are there only three brawlers in each sub-area? The NPCs aren't brawlers?

I think there are three possibilities.

1. They were not made belligerent by the gems.
2. They are indeed brawlers, but the supercell doesn't intend to make them playable characters.
3. The superpowers they gained were unsuitable for brawl, or they gained no superpowers at all (only Immortal).

Another question is why each sub-area can have a maximum of three brawlers. Is there some mysterious power that ensures a trio will always remain a trio? (I know this is a 3vs3 game, but I'm discussing the setting of the background story.）

What are your opinions?
