I have a 2002 Honda Civic I was driving it on the road and all of a sudden I lost power and it hasn’t turned on and it makes this noise. I have a better video of it. What could it be? Any advice?

I have a 2002 Honda Civic I was driving and all of a sudden my car loses power and it never turned on and it’s making this noise. Does anybody know what it could be?
