The iconic toktz-mej-tal staff from 2005 never came with its own spell even though the TzHaar city mages cast either a giant fireball or lava column with it.
I think it would be cool if casted those instead of fire spells. The damage would be the same, with perhaps with a tiny accuracy boost against mobs weak to fire. Nothing too unbalanced for a lvl-60 staff, just a little something to give it its own unique characteristic aside from it being turned into a fence.
