Until very recently standard was an estimated 15 day turn around correct?

I am aware of the delays and everything I just wanna be sure I'm not misremembering and getting my time frame wrong.

Also if someone can point me to the post or news article or tweet that tag put about a few weeks ago acknowledging the delay and the removal of the lowest tier announcement, I would greatly appreciate it.
