How powerful would Prime All Might be if He gains Haki, learn Haki Techniques from different one piece characters in 2 to 4 years?

With his Powers + Haki would he be Admiral, Yonko Level or maybe even above that?

His powers aren't considered Devil Fruit powers in this scenario but can be combined with Haki.

It's a Pattern I've noticed that he's the most slandered/downplayed JJK character consistently, Is it because his fight against Sukuna was so short?
