Is this a newly hatched or dying lunar moth?

I found a luna moth stuck on its back this morning trying to flap its wings. I gently tried to help it turn over while avoiding touching its wings, and it got stuck on its back again. Some of its legs seem to be somewhat stuck in a bent position. I originally tried to give it some water and prop it up so it was wing-side up, but then learned that luna moths cannot eat. I left it propped up and returned to check on it later only to find it stuck on its back again. Is this likely a newly hatched moth, or is this little one at the end of its life cycle? I’d like to help it if at all possible.

Update: I went to check on her a little later to move her to a host tree, and she had already passed. Thanks to everyone for the advice and information. It’s storming now where I am, so I’m going to bury her tomorrow outside where she can return to the earth.
